Regulation and Certification

The Federal Role

 

Prior to 1990, there was no Federal role

The National Association of State Election Directors (NASED)

    A "non government organization"
    Developed voting system standards"

The Federal Election Commission

    Adopted original NASED standards in 1990
    Adopted revised NASED standards in 2002
    Accredits independent testing authorities

These standards are voluntary

    Unless enacted into law by the states
    The majority of the states have done so

The Help America Vote Act of 2002

    Creates a Federal Election Assistance Commission
    This will oversee further development of standards
